Deciding who is the worst is like deciding which debilitating disease that is guaranteed to kill you is worst.
Carter? What about Hoover, in whose term the great depression started! Or Coolidge whose policies certainly must have contributed!
From a historical stand point you shouldn’t even consider presidents of the last 30 years in your ranking. It is generally considered in advisable to rate or consider any events in that time period since the effects haven’t played out fully. Of course your personal political prejudices come into play in your rankings, quite clearly.
